Rick Belleville Wins Festus City Council Seat as Voters Signal Desire for Change

Festus voters delivered a decisive message in the April election, electing Rick Belleville to the City Council as part of a broader shift that saw all incumbents removed from office.
In a race defined by strong turnout and heightened community engagement, Belleville’s victory reflects both his visibility in the community and a growing desire among residents for more direct communication and responsiveness from city leadership.

A Campaign Built on Presence
For Belleville, the campaign was rooted in direct engagement. Knocking on doors and having conversations with residents played a central role in shaping both his message and his understanding of voter concerns.
On election night, the results brought a sense of closure after months of work.
“Hard work to finally come to an ending,” he said. “Couldn’t wait for the time to have it actually done and over with.”
But as the campaign ends, the focus now shifts to the responsibilities of office.
A Clear Message from Residents
Throughout the campaign, Belleville said one concern surfaced more than any other: residents want to feel heard.
“One of the biggest ones is that they felt that they weren’t heard because they never heard from people in office,” he said.
That disconnect between elected officials and residents became a driving force behind both his campaign and the outcome of the election.
Belleville emphasized that communication must go both ways, but it starts with accessibility from those in office.
“People can’t fix the things you don’t tell them about,” he said. “But if you’re never around, it’s hard to tell somebody that.”
A New Direction at City Hall
The election results will bring a significant shift to Festus City Hall, with an entirely new group of elected officials stepping into leadership roles.
Belleville acknowledged that the transition will come with challenges, particularly as new council members work to learn the complexities of city government.
“It definitely is going to bring in new challenges,” he said. “Lots of new people… it will be a role to learn from and come in with an open mind and hope to make big changes and impacts to further Festus and move forward.”
The absence of incumbents signals a reset in both tone and expectations, with residents looking for a fresh approach to governance.
Balancing Growth and Community
As Festus continues to grow, Belleville said thoughtful development will be key, particularly when balancing economic opportunity with the character of the community.
“Eminent domain can’t be your first item of business,” he said. “If a developer wants to develop, and people are willing and want to sell, that’s growth on both sides.”
His approach emphasizes voluntary participation, fair value, and maintaining trust with residents as the city considers future development opportunities.
A Broad Coalition of Support
One of the more surprising aspects of the campaign, Belleville said, was the level of support he received from long-time and older residents in the community.
“The amount of welcoming of the elderly vote… to give confidence in me in regards to helping the city and still not forgetting our elderly as well,” he said.
That support, combined with broader turnout across the city, contributed to an election cycle that saw unusually high engagement for a municipal race.
A Message to the Community
As he prepares to take office, Belleville offered a message to all residents, regardless of how they voted.
“To those that voted for me, I thank you from the bottom of my heart to give me the opportunity to move this city forward,” he said. “Those who didn’t vote for me, thank you for being open minded and speaking your voice because that still matters.”
He added that earning the trust of all residents will remain a priority moving forward.
“I look forward to winning your vote in the future and showing you what I can do for this city.”
Looking Ahead
With a new council set to take shape and a community clearly engaged in its future, Belleville’s election marks the beginning of a new chapter for Festus.
The campaign may be over, but the expectations are just beginning.
